I would bid 3 Spades. Even though we don't have a complete fit (assuming partner has only 4S) the singleton H makes the hand strong but by only bidding 3 I have left the door open for partner to move to either 3NT, 4H or even 5C. My concern would be that we don't end in game and the competion plays in 4 or more H.
